Can I take the Friday off before a holiday?

No, you may not take the friday off before a holiday. You can however, take the Tuesday off after a holiday.
Can I leave early on Parent Conference days/open house/ back-to-school night?

Yes. According to Article 19, page 48, letter F it states that you may leave early on parent conference days, back-to-school night, and open house as long as your contractual duties are met.
What is the difference between PBL and PNL?

PBL — Personal Business Leave
Generally used when you need time off for your own personal business.
Think of something that isn't really an emergency but needs your attention during work hours.
Examples could include an appointment, handling financial/legal matters, DMV, closing paperwork, etc.
You may not use it before a holiday.
PNL — Personal Necessity Leave
Generally used for a personal or family necessity that requires you to be absent.
It is often more appropriate for an unexpected personal situation or something involving a family member.
Examples can include an urgent family matter, serious personal situation, or another circumstance that falls under the contract's definition of personal necessity.

A grievance is basically a formal complaint that the district has violated or incorrectly applied your rights under the union contract (collective bargaining agreement).
